A matrix is Toeplitz if every diagonal from top-left to bottom-right has the same element.
```

Return 1 if the matrix is Toeplitz else return 0.

**Input Format**

```
The first argument given is the integer matrix A.
The second argument given is integer B.
```

**Output Format**

```
Return 1 if the matrix is Toeplitz else return 0.
```

**Constraints**

```
1 <= N, M <= 500
0 <= A[i] <= 10^9
```

A =[ [1, 2, 3, 4]
[5, 1, 2, 3]

Output 1:
1
Explanation 1:
Diagonal 1: [9]

```
